The word tolerance comes from the Latin “tolerare” – to bear. In our dictionaries, we define it as, among other things, the “freedom from bigotry or prejudice.”Its meanings are almost as numerous as the people who express them, as recent entries in the visitor comment book at the Simon Wiesenthal Center’s Museum of Tolerance in Los Angeles suggest.It means “to respect other races even if u hate them,” says one commenter, signed only as G. “Acceptance,” says another, Alejandra, adding, “To me, tolerance is tinged with the negative aspect of `putting up with’ someone or something, but not fully embracing it.”

As rancor swirls around the issue of whether a mosque and Islamic cultural center should be built two blocks from the New York site where the destroyed Twin Towers stood, Americans are being forced to examine just how tolerant they are – or are not.The issue has always been with us. Against the backdrop of Puritan rigidity and the infamous Salem witch trials, the Founding Fathers made sure the concept of tolerance was woven into the very fabric of the young American republic.In 1790, in a letter welcoming newly elected President George Washington to Newport, R.I., on behalf of “the children of the stock of Abraham,” Moses Seixas reflected this view. “Deprived as we heretofore have been of the invaluable rights of free Citizens,” he wrote, he saw the hand of God in the establishment of a government “which to bigotry gives no sanction, to persecution no assistance.”

In reply, Washington assured the Jewish leader that the birth of the United States meant a new birth of freedom and respect.”It is now no more that toleration is spoken of, as if it was by the indulgence of one class of people, that another enjoyed the exercise of their inherent natural rights,” he wrote. This would be a country, he pledged, where “every one shall sit in safety under his own vine and figtree, and there shall be none to make him afraid.”

If Washington’s promise remains part of the nation’s creed today, it’s still true that disputes like that involving the New York mosque test the limits of that tolerance.”We were never as tolerant as we thought we were,” says the Rev. Barry W. Lynn, executive director of Americans United for Separation of Church and State. “I think that the rock on which tolerance is built is often more like sandstone than it is granite. It is easy to erode at any times when problems in the culture develop.”

Despite the current imbroglio over the Manhattan mosque, the Rev. Patrick McCollum says he believes Americans are becoming more tolerant. His proof: The fact that his house hasn’t been firebombed in a while.”There were people actually killed and such for having beliefs different than the dominant belief system,” says the San Francisco man, a Wiccan minister in the “sacred path” tradition. “And that doesn’t happen as much anymore.”

McCollum, 60, has been involved in a seven-year federal court battle over California’s policy of employing as state chaplains only Protestants, Catholics, Jews, Muslims and adherents to Native American religions. He attributes both his struggle and the Manhattan mosque fight to what he calls the “dominant religious lens factor.”

Even so, he interprets the latter as a sign of growth.”I think that the intolerance that we’re experiencing right now is that for the first time in a long period of time, since almost the founding of our country, we’ve actually begun to ALLOW pluralism to surface in our country,” says McCollum. “So we’ve started to uphold the ideals that our country was founded on … and the people who’ve been in the dominant position begin to feel like they’re under attack.”

Although not declaring his outright support for the mosque planners’ real estate choice, President Barack Obama has defended their constitutional right to be there.

Not everyone was satisfied with his words.”I think to reason in that manner is to shortchange American identity; it’s not to apprehend fully the robustness of American identity,” says Brad Stetson, co-author of the book “The Truth About Tolerance: Pluralism, Diversity And The Culture Wars.”

America’s “penchant for toleration,” as Stetson puts it, is “beyond question.” But he says that tolerance has always been “circumscribed by some understanding of what was best for the commonweal, the health of the social body.””It’s not necessarily intolerant to say no,” says Stetson, who also lectures at Chapman University and California State University, Long Beach. “Governing bodies at various levels of a deeply pluralistic society like ours have a duty to consider the range of public sensibilities … a given decision affects, and not merely reflexively grant the naked exercise of rights upon request.”

Lynn can understand why some people are so upset about the Islamic center plans. “I’m not saying that everybody who is against building this mosque is some kind of a bigot,” he says. But is building the mosque really the equivalent of, as former House Speaker Newt Gingrich suggested, putting a Nazi sign “next to the Holocaust Museum” in Washington, D.C.?

Yes, says 88-year-old Abe Rosenblum.In 1943, Rosenblum was taken from his home in the Carpathian Mountains and “drafted” into the Hungarian labor force. When the Nazis occupied the area, he and the other Jews were sent to a ghetto, then loaded into boxcars, and eventually wound up in Mauthausen, a notorious concentration camp not far from Adolf Hitler’s hometown of Linz, Austria.

By the time the Russians liberated him from another subcamp in 1945, the 6-foot-1 Rosenblum weighed just 85 pounds. His father, grandparents and five sisters all perished. Only he and his oldest brother, who had emigrated to Chicago in 1939, survived. Rosenblum eventually joined him, settling in the suburb of Skokie, Ill.

In 1977, Rosenblum and the many other Holocaust survivors who settled in Skokie were horrified when Frank Collin and his National Socialist Party of America announced plans to march there. Although the courts eventually upheld Collin’s right to parade, the march was called off after Chicago, Collin’s original target, agreed to grant him a permit to rally there.

Years later, when arriving for the dedication of the Holocaust Museum in Skokie, Rosenblum looked out his bus window and saw a single protester standing in the rain, holding a Nazi flag and wearing a swastika arm band. It made him physically ill.

“We already lived through all these atrocities, and these guys come over here and still want to?” he says in heavily accented English, his respiration quickening. “They didn’t have enough? … This is not free speech. This is antagonizing.”Rosenblum does not believe that Islam is an inherently violent religion. But he says Muslims have no more business building a mosque so close to ground zero than an order of Carmelite nuns had to establish a convent outside the walls of the Auschwitz concentration camp.

His voice rising, he asks why another New York site can’t be found. “You have to build it there, where people suffered? … It hurts me even to talk about it. Because I know what these people feel, those people who lost their loved ones.”Lynn wonders who is speaking for the Muslim-Americans who died in the 9/11 attacks. “There was the same terror for Muslims as … for Jews or Christians or atheists that morning.”

Eighteen-year-old Ceara Sturgis has been oblivious to the storm clouds emanating from New York. But she’s had a busy week.On Wednesday, she started classes at Mississippi State University. The day before, she filed a federal lawsuit against her high school in Wesson, Miss.

Sturgis claims she was discriminated against when her name and photo were left out of the senior yearbook. School officials said Sturgis, who is lesbian and generally dresses in gender-neutral or “masculine” clothes, violated a policy that allowed only boys to wear tuxedos for their senior portraits.When Sturgis tried on the scoop-necked drape, she felt so uncomfortable that it brought her to tears. She changed into a tux and submitted that photo.

Sturgis – a National Honor Society member who was involved in numerous school sports and clubs – had been told the photo wouldn’t be included in the yearbook. But the omission of her name seemed an attempt to deny her very existence.”I’d been going there 13 years, and that was my senior year, and that was the last memory I was going to have,” she says. “And, like, 40 years down the road, when people look at that, I’m not going to be in there. My friends aren’t going to see me in there. And that just, it really hurt my feelings.”

Ironically, it took what Sturgis sees as an act of intolerance to show her just how much support she has. A Facebook page dedicated to her has nearly 3,000 friends.”Most of them are not from Mississippi,” she says with a chuckle. “I really think it’s just the small, closed-minded towns that are doing this.”

If Americans are conflicted, they can be forgiven, says tolerance museum director Liebe Geft. She admits to finding the word “problematic” herself.Geft – whose paternal grandmother and namesake was among Lithuanian Jews rounded up by their neighbors ahead of the Nazi invasion, taken out to the woods and shot – would like visitors to define tolerance “in a much more active way, putting respect into practice.”

“It’s not a mandate to accept everything,” says Geft, who grew up in Zimbabwe and has lived on four continents. “There are limits to what a civil society should tolerate. And when the human rights and dignities of others are being trampled and denied, that’s not acceptable in a country that advocates rights and freedoms and dignity for all.”But, as the visitor comments reveal, intolerance is in the eye of the beholder.

In the museum’s “Tolerancenter” are four polling stations that allow visitors to weigh in on the provocative topic du jour. On Wednesday, Geft posed the question: Is it appropriate to erect a Mosque and Islamic Community Center close to the 9/11 site?”The results, as of Friday: 37 percent answered “yes,” 62 percent said “no.”

Blizzard warnings in some areas, such as Philadelphia, Pennsylvania, expired late Wednesday. And other blizzard warnings were expected to expire early Thursday. Some areas in New York, Maryland and Washington, already buried under layers of snow, might still see light snow Thursday, the National Weather Service said.

Officials were still deciding early Thursday whether to open Dulles International Airport and Reagan Washington National airports, after they were shut down Wednesday.Amtrak was still providing limited service for Washington, New York and Boston, Massachusetts, on Thursday, but most passenger rail service south of Washington was canceled.

The New York subway system was expected to run normally Thursday, compared with the limited service at the height of the blizzard, transit officials said.This winter is already the snowiest on record for Washington and its suburbs, as well as Baltimore, Maryland, and Wilmington, Delaware, the National Weather Service said. And it’s on track to set records in other cities, including Philadelphia and Atlantic City, New Jersey.

The 55 inches of snow that have accumulated in the nation’s capital during the past two storms proved too much for some buildings. Snow was blamed for the collapse of at least 22 roofs in Washington.In central Pennsylvania, Interstate 80 near Clearfield was shutdown after two pileups — one involving 17 cars and the other involving seven cars, said Rich Kirkpatrick of the state’s Department of Transportation.One person died and another person was seriously injured, police said.

PARIS jazzed up the Eiffel Tower with a multicolored, disco-style light display as the world basked in New Year’s festivities with hopes that 2010 and beyond will bring more peace and prosperity.From fireworks over Sydney’s famous bridge to balloons sent aloft in Tokyo, revelers across the globe at least temporarily shelved worries about the future to bid farewell to “The Noughties” – a bitter-tinged nickname for the first decade of the 21st century playing on a term for “zero” and evoking the word naughty.In New York City, hundreds of thousands of revelers gathered in chilly weather in Times Square to usher in the new decade. Organizers were preparing 3,000 pounds (1,360 kilograms) of confetti that will be scattered when the New Year’s Eve crystal ball drops at midnight.Fireworks were set off at about 6 p.m. and the gigantic ball was lowered into place in preparation for midnight. Many people wore conical party hats and 2010 glasses that blinked colorfully, and some were jumping up and down to keep warm – the National Weather Service said the temperature will be in the low 30s and forecast snow for around midnight.Las Vegas prepared to welcome some 315,000 revelers with fireworks from casino rooftops, a traffic-free Las Vegas Strip and toasts at nightclubs from celebrities including actress Eva Longoria and rapper 50 Cent.

No continent, no country, no sector has been spared,” French President Nicolas Sarkozy said on national TV in a New Year’s Eve address. “Even if the tests are unfinished, 2010 will be a year of renewal,” he added.

German Chancellor Angela Merkel warned her people that the start of the new decade won’t herald immediate relief from the global economic ills. South Africa’s president, Jacob Zuma, was more ebullient, saying the World Cup is set to make 2010 the country’s most important year since the end of apartheid in 1994.At midnight in Rio de Janeiro, about 2 million people gathered along the 2.5-mile (4 kilometer) Copacabana beach to watch a huge fireworks display and listen to dozens of music acts and DJs.

The multitudes came mostly dressed in traditional white clothing, a nod to the Afro-Brazilian religion of Candomble but a custom followed by nearly everyone as it is thought to bring peace and good luck for the coming year.Officials said about 12,000 police were on duty during the New Year’s Eve party in and around Copacabana to provide security.Dressed in white and holding a glass of champagne in his hand, visitor Chad Bissonnette, 27, a nongovernmental group’s director from Washington, D.C., said, “This year was the toughest I’ve experienced – for the first time as an American I saw many friends lose jobs and businesses in my neighborhood close regularly.”

Australian Prime Minister Kevin Rudd hailed events in 2009 like the inauguration of the United States’ first black president, and international attempts to grapple with climate change and the global financial crisis.”The great message from 2009 is that because we’ve been all in this together, we’ve all worked together,” Rudd said in a New Year’s message.Australia got the some of the festivities rolling, as Sydney draped its skies with explosive bursts of crimson, purple and blue to the delight of more than 1 million New Year revelers near the harbor bridge.Concerns that global warming might raise sea levels and cause other environmental problems were on the minds of some as the year ended.

Venice revelers rang in the New Year with wet feet as high tide on its archipelago peaked just before midnight to flood low-lying parts of the city – including the St. Mark’s Square.The last year also offered its reminders of the decade’s fight against terrorism, wars in Iraq and Afghanistan, and more recently, rising militant violence in Pakistan.Prime Minister Gordon Brown of Britain, in a statement Wednesday, suggested that terrorism book-ended the decade, with the Sept. 11, 2001, attacks in the United States, and foiled plot by a Nigerian man to set off explosives on a U.S.-bound airliner on Christmas Eve.

“In late December we were reminded at this decade’s end, just as we were at its beginning, that there is a terrorist threat which puts our safety and security at risk and which requires us to take on al-Qaeda and the Taliban at the epicentre of global terrorism,” he said.

The American Embassy in Indonesia warned of a possible terrorist attack on the resort island of Bali on New Year’s Eve, citing information from the island’s governor – though local security officials said they were unaware of a threat.In a more upbeat theme, the Eiffel Tower was decked out for its 120th anniversary year with hundreds of multicolored lights along its latticework. It was seemingly retro in style, but decidedly 21st century as it showered the Iron Lady in a light show billed as more energy-saving than its usual sparkling lights.

Police blocked off the Champs-Elysees to vehicle traffic as partygoers popped champagne, exchanged la bise – the traditional French cheek to cheek peck – or more amorous kisses to celebrate the New Year.Spain rang in the start of its six-month presidency of the European Union with a sound and light show illuminating Sol square in Madrid and images from the 27 member states projected onto the central post office building.Partiers braved the cold – and a shower from sparkling cava wine bottles – in traditional style by eating 12 grapes, one with each tolling of the city hall bell.Despite frigid temperatures, thousands gathered along the River Thames for fireworks were fired from the London Eye attraction just as Big Ben struck midnight – an hour after continental western Europe.

Europe and the Americas may have partied harder than Asia. Islamic countries such as Pakistan and Afghanistan use a different calendar; China will mark the new year in February.Still, in Shanghai, some people paid 518 yuan ($75) to ring the bell at the Longhua Temple at midnight and wish for new-year luck. In Chinese, saying “518” sounds like the phrase “I want prosperity.”

Saudi Arabia is one of the few countries where New Year’s Eve is not celebrated publicly. Clerics in the ultraconservative country say Muslims can only observe their faith’s feasts of Eid al-Fitr and Eid al-Adha. For them, any other occasions are considered innovations that Islam rejects.Unlike many Islamic countries where pigs are considered unclean, New Year’s in Austria just isn’t complete without a pig-shaped lucky charm – and stalls selling the little porkers did a good business Thursday. Some are made of marzipan or chocolate; others come in glass, wood, rubber or soap.

Herbert Nikitsch of the University of Vienna’s Institute of European Ethnology said the porcine phylactery may originate from the fact that pigs represented food and sustenance for farmers in preindustrial times.Some festivities went awry.In the Philippines, hundreds of people were injured by firecrackers and celebratory gunfire during the celebrations. Many Filipinos, largely influenced by Chinese tradition, believe that noisy New Year’s celebrations drive away evil and misfortune – but some carry that belief to extremes.At Zojoji, one of Tokyo’s oldest and biggest Buddhist temples, thousands of worshippers released clear, helium-filled balloons to mark the new year. Some officers were under cover, disguised as street vendors or “even in Santa Claus dress,” Istanbul Gov. Muammer Guler said.In Stonehaven, on Scotland’s east coast, the fireballs festival – a tradition for a century and a half – saw in the New Year. The pagan festival is observed by marchers swinging large, flaming balls around their heads. KINGSTON, Jamaica An American Airlines flight from Miami Tuesday night overshot a runway during a heavy rainstorm in Kingston, injuring dozens of people, officials said. There were no reports of fatalities.Flight 331 took off from Miami International Airport at 8:52 p.m. and arrived at Norman Manley International Airport at 10:22 p.m. It originated at Reagan National Airport in Washington, D.CJamaican Information Minister Daryl Vaz said “the airplane is broken in two” and that 29 people were taken to Kingston Public Hospital. He said some others were taken elsewhere and treated at the airport. All passengers were off the plane that normally carries 140 people plus the crew, said American Airlines spokesman Charley Wilson.

Those getting off the plane were bleeding, mostly from the upper parts of their bodies. Officials did not know the extent of the injuries,Passenger Pilar Abaurrea described a chaotic scene as the plane skidded along the runway in heavy rain.

“All of a sudden, when it hit the ground, the plane was kind of bouncing, someone said the plane was skidding and there was panic,” Abaurrea of Keene, N.H. said in a telephone interview.

Kingston Policeman Oneil Hinds at police headquarters said officers at the scene reported the plane ran off the end of the runway.As the crew opened the emergency exits and people scrambled to get off, 62-year-old Abaurrea and her husband, Gary Wehrwein, noticed a number of people with injuries, including one person who had a cut on his head from falling baggage.

Abaurrea said she had pain in her neck and back from the impact and her husband had pain in a shoulder from falling luggage, but were otherwise unhurt. “I’m a little bit shook up but OK,” she said.

Abaurrea said the entire flight was very turbulent, with the crew being forced to halt the beverage service three times before finally giving it up. Just before landing the pilot warned of more turbulence but said it likely wouldn’t be much worse than what they had experienced so far, she said.

boeing secret space shuttleIt’s been a long wait—in some ways, more than 50 years—but in April 2010, the U.S. Air Force is scheduled to launch an Atlas V booster from Cape Canaveral, Florida, carrying the newest U.S. spacecraft, the unmanned X-37, to orbit. The X-37 embodies the Air Force’s desire for an operational space-plane, a wish that dates to the 1950s, the era of the rocket-powered X-15 and X-20. In other ways, though, the X-37 will be picking up where another U.S. space-plane, NASA’s space shuttle, leaves off.

Boeing X-37With a wingspan of 15 feet and a length of 27.5 feet, the X-37 looks like a tiny space shuttle. It has a blunt (though windowless) nose, and one rocket engine bell instead of the shuttle’s three. Two cargo doors open just as the shuttle’s do, revealing a four- by seven-foot bay. Like the shuttle, the X-37 was designed for low Earth orbits—in the latter’s case, altitudes of 125 to 575 miles. And the craft will fly like a shuttle, reentering the atmosphere with the orbiter’s 40-degree nose-high attitude. After reentry, it will change to a 20-degree nose-down glide and, flying at up to 220 mph, land at Vandenberg Air Force Base in California, with Edwards Air Force Base as an alternate.

But as for the period between launch and landing, no one, save for a select few in the Department of Defense, knows exactly what the little Boeing-built space-plane will do, or for how long. The Air Force Rapid Capabilities Office, which is running the program, says only that the orbital test version, the X-37B, will take a suite of next-generation technologies to orbit and will break new ground in the realm of launch, recovery, and reuse, all with an unmanned twist that the shuttle never offered.

The USAF's Secret SpaceplaneAt a 2008 Space Foundation breakfast in Washington, D.C., Gary Payton, deputy under secretary of the Air Force for space programs, recalled the X-37’s origins. Payton started the program while at NASA. “Then, the X-37 was intended to be a testbed for new technologies that could retrofit into the shuttle: predominantly guidance, navigation, and control, and [thermal protection system] technologies,” he said. In that era, planners imagined the shuttle carrying the X-37 to space in its cargo bay and releasing it.

Now, with the shuttle’s retirement looming, it appears the X-37 will have an independent, post-shuttle life. Payton envisioned such a role for the X-37, saying: “It would be really advantageous in my mind if we had a system you could launch, recover, change out the payload bay quickly, and put into a different orbit, and do all that measured in weeks instead of decades.” David Hamilton, director of the Rapid Capabilities Office, says in an e-mail: “Eventually, I see the unique possibility to operate X-37B more like an aircraft and explore the needs of responsive, reusable spacecraft.” Unlike a satellite, he points out, the space-plane returns, enabling “detailed inspection and significantly better learning than can be achieved with [a satellite’s] remote telemetry alone. Experiments can be modified and re-flown, with the objective of shortening the technology maturation time line.”

Boeing X-37The space shuttle was designed to be a very heavy payload lifter, and it has performed that job extremely well,” says Mark Lewis, a University of Maryland hypersonic expert who recently completed a four-year appointment as chief scientist for the Air Force. “But you don’t need to send a Mack truck into space when a Toyota Celica will do.”The question is: Will do what? Lewis, whose enthusiastic speech barely keeps pace with his mind, is happy to talk about the skin-deep similarities between the shuttle and the X-37. (“A lot of the basic reentry physics is treated the same way,” he says. “Blunt configurations. The shuttle has very blunt leading edges.”) But when he’s asked about anything more than the X-37’s aerodynamics, he clams up.

So does everyone else. “While some aspects of the…program have been designated as unclassified and been released to the public; information regarding specific technical and performance capabilities will not be released at this time,” writes David Hamilton. “Hide it in plain view,” says one observer of the Air Force’s practice of letting out just a little about the X-37, enough to make it seem like it will never be more than a research tool.

Hamilton does say that “once declared operational, the X-37B could have applications to support missions such as space situational awareness; intelligence, surveillance, and reconnaissance; on-orbit servicing and repair; and satellite deployment and/or retrieval.”

It’s possible the space-plane could have a role in national security, particularly since China, India, Japan, and even Iran have begun to exploit space. In December 2007, photographs of an unmanned, classified Chinese space-plane, the Shenlong, or “Divine Dragon,” began to appear on Chinese Web sites. Though hitched to the underside of a bomber, rather than perched atop an expendable booster, the mysterious Shenlong has a blunt nose and single rocket engine bell, making its appearance strikingly similar to the X-37’s.

The U.S. program started out relatively open to view, a research effort jointly shaped by the Air Force, NASA, the Defense Advanced Research Projects Agency, and Boeing. The Air Force ordered the first prototype, the X-40A, from Boeing in 1996. When it came time to produce the next iteration, the X-37A drop-test vehicle, NASA had the company increase the size by about 20 percent.

But since then, the X-37 has taken a winding and perplexing path among NASA, DARPA, and the Air Force. From 2004 to 2006, DARPA oversaw it. Along the way, both the X-40A and the X-37A have been drop-tested (first over New Mexico in 1998 and California in 2006, respectively), which proved their automated approach and landing abilities. Finally the program was taken over by the Air Force. Today, call up any of these organizations and say “X-37” and it’s like spraying a garden hose at housecats.
