WASHINGTON Homeland Security Secretary Janet Napolitano conceded Monday that the aviation security system failed when a young man on a watchlist with a U.S. visa in his pocket and a powerful explosive hidden on his body was allowed to board a fight from Amsterdam to Detroit.The Obama administration has ordered investigations into the two areas of aviation security – how travelers are placed on watch lists and how passengers are screened – as critics questioned how the 23-year-old Nigerian man charged in the airliner attack was allowed to board the Dec. 25 flight.A day after saying the system worked, Napolitano backtracked, saying her words had been taken out of context.”Our system did not work in this instance,” she said on NBC’s “Today” show. “No one is happy or satisfied with that. An extensive review is under way.”The White House press office, traveling with President Barack Obama in Hawaii, said early Monday that the president would make a statement from the Kaneoho Marine Base in the morning. White House spokesman Bill Burton did not elaborate.Billions of dollars have been spent on aviation security since the Sept. 11, 2001, terrorist attacks, when commercial airliners were hijacked and used as weapons. Much of that money has gone toward training and equipment that some security experts say could have detected the explosive device that Umar Farouk Abdulmutallab is accused of hiding on his body on a flight from Amsterdam to Detroit.On Sunday, Napolitano said, “One thing I’d like to point out is that the system worked.” On Monday, she said she was referring to the system of notifying other flights as well as law enforcement on the ground about the incident soon after it happened.

The top Republican on the House Homeland Security Committee took issue with Napolitano’s initial assessment.Airport security “failed in every respect,” Rep. Peter King of New York said Sunday on CBS’ “Face the Nation.” “It’s not reassuring when the secretary of Homeland Security says the system worked.”Investigators are piecing together Abdulmutallab’s brazen attempt to bring down Northwest Airlines Flight 253 on Dec. 25. Law enforcement officials say he tucked below his waist a small bag holding his potentially deadly concoction of liquid and powder explosive material.

Harold Demuren, the head of the Nigerian Civil Aviation Authority, says Abdulmutallab’s ticket came from a KLM office in Accra, Ghana. Demuren said Monday that Abdulmutallab bought the $2,831 round-trip ticket from Lagos, Nigeria, to Detroit via Amsterdam on Dec. 16.

Demuren declined to comment about Abdulmutallab’s travels in the days before he boarded his Dec. 24 flight from Lagos to Detroit via Amsterdam, saying FBI agents and Nigerian officials view the information as “sensitive.” He says Abdulmutallab checked into his flight with only a small carryon bag.Abdulmutallab had been placed in a U.S. database of people suspected of terrorist ties in November, but there was not enough information about his activity that would place him on a watch list that could have kept him from flying.

However, British officials placed Abdulmutallab’s name on a U.K. watch list after he was refused a student visa in May.Home Secretary Alan Johnson added that police and security services are looking at whether Abdulmutallab was radicalized in Britain.

Abdulmutallab received a degree in engineering and business finance from University College London last year and later applied to re-enter Britain to study at another institution. Johnson said Monday he was refused entry because officials suspected the school was not genuine and they then put his name on the list.

Johnson says that people on the list can transit through the U.K. but cannot enter the country.Officials said he came to the attention of U.S. intelligence last month when his father, Alhaji Umar Mutallab, a prominent Nigerian banker, reported to the American Embassy in Nigeria about his son’s increasingly extremist religious views. In a statement released Monday morning, Abdulmutallab’s family in Nigeria said that after his “disappearance and stoppage of communications while schooling abroad,” his father reached out to Nigerian security agencies two months ago. The statement says the father then approached foreign security agencies for “their assistance to find and return him home.”

The family says: “It was while we were waiting for the outcome of their investigation that we arose to the shocking news of that day.”

The statement did not offer any specifics on where Abdulmutallab had been.

Abdulmutallab’s success in smuggling and partially igniting the material on Friday’s flight prompted the Obama administration to promise a sweeping review of aviation security, even as the Homeland Security secretary defended the current system.

White House spokesman Robert Gibbs said the government will investigate its systems for placing suspicious travelers on watch lists and for detecting explosives before passengers board flights.

Both lines of defense were breached in an improbable series of events Christmas Day that spanned three continents and culminated in a struggle and fire aboard a Northwest jet shortly before its safe landing in Detroit. Law enforcement officials believed the suspect tried to ignite a two-part concoction of the high explosive PETN and possibly a glycol-based liquid explosive, setting off popping, smoke and some fire but no deadly detonation.

An apparent malfunction in a device designed to detonate the PETN may have been all that saved the 278 passengers and the crew aboard Northwest Flight 253. No undercover air marshal was on board and passengers and crew subdued the suspect when he tried to set off the explosion. He succeeded only in starting a fire on himself.

Security experts said airport “puffer” machines that blow air on a passenger to collect and analyze residues would probably have detected the powder, as would bomb-sniffing dogs or a hands-on search using a swab. Most passengers in airports only go through magnetometers, which detect metal rather than explosives.

Abdulmutallab was treated for burns and was released Sunday to a prison 50 miles outside of Detroit.

Stiffer boarding measures have met passengers at gates since Friday and authorities warned travelers to expect extra delays returning home from holidays.

Adding to the airborne jitters, authorities detained a man, also from Nigeria, who locked himself in the bathroom on Sunday’s Northwest flight 253 from Amsterdam as it was about to land in Detroit. Investigators concluded he posed no threat. Despite the government’s decision after the attempted Friday attack to mobilize more air marshals, none was on the Sunday flight from Amsterdam.

RIYADH, Saudi Arabia A Nigerian man’s claim that his attempt to blow up a U.S. plane originated with al-Qaida’s network inside Yemen deepened concerns that instability in the Middle Eastern country is providing the terror group with a base to train and recruit militants for operations against the West and the U.S.Umar Farouk Abdulmutallab has been charged with trying to destroy a Detroit-bound Northwest Airlines flight on Christmas day in a botched attempt to detonate explosives. The 23-year-old claimed to have received training and instructions from al-Qaida operatives in Yemen, a U.S. law enforcement official said on condition of anonymity because the investigation was still ongoing.If confirmed, it would be the second known case recently by the relatively new group, Al-Qaida in the Arabian Peninsula, of exporting terrorism out of Yemen – a country with a weak central government, many lawless areas and plentiful supplies of weapons. But Yemen, the ancestral home of Osama bin Laden, has long been an al-Qaida stomping ground.In August, Al-Qaida in the Arabian Peninsula tried to assassinate Saudi Arabia’s counterterrorism chief, Prince Mohammed bin Nayef, in a suicide bombing in an attack that bore similarities to the airliner plot. The explosive device Abdulmutallab used was attached to his body, just below his torso. The Saudi attacker is believed to have attached the explosives to his groin or inserted them inside his body.

According to U.S. court documents, a preliminary analysis of the device used by Abdulmutallab showed it contained PETN, a high explosive also known as pentaerythritol. The same material is believed to have been used in the August attack in Saudi Arabia by Abdullah Hassan Tali al-Asiri, who had traveled to Yemen to connect with the al-Qaida franchise there. PETN was also what convicted shoe bomber Richard Reid used when he tried to destroy a trans-Atlantic flight in 2001.

The botched attack on the U.S. plane came a day after Yemeni forces, with the help of U.S. intelligence, launched the second of two major air and ground assaults on major al-Qaida hideouts in Yemen. At least 64 militants were killed in the two operations.

Al-Qaida in the Arabian Peninsula said in a statement, dated from last week and posted online Sunday, that the first airstrike was conducted by American jets. The group urged followers to attack U.S. military bases, embassies and naval forces in the region.The mass shooting at the Fort Hood, Texas Army post on Nov. 5 added to the concerns about al-Qaida threats from Yemen. U.S. Maj. Nidal Malik Hasan, who allegedly killed 13 people, had exchanged dozens of e-mails with radical U.S. cleric Anwar al-Awlaki who was hiding in Yemen. Last week’s attack on al-Qaida hideouts targeted a meeting of Yemeni and foreign al-Qaida operatives, believed to include al-Awlaki.

A video posted online four days before the bombing attempt featured an al-Qaida operative in Yemen threatening the United States and saying “we are carrying a bomb.” Though it was not immediately clear whether the speaker was anticipating Friday’s bombing attempt, it has attracted scrutiny because of reports that the bombing plot may have originated in Yemen.

Yemen’s weak central government, whose authority does not extend far outside the capital San’a, is battling two rebellions – a secessionist movement in the south and a war with Shiite rebels in the north – as well as al-Qaida militants. Al-Qaida’s presence is particularly worrying because the lawlessness of the country allows it to roam freely.

Some analysts say increased activity by al-Qaida in Yemen suggests the group has strengthened and taken root in a country whose proximity to the world’s top oil producer, Saudi Arabia, and vital maritime routes make it strategically more important than Afghanistan.Anwar Eshki, the head of the Middle East Center for Strategic and Legal Studies based in Jiddah, said al-Qaida in Yemen “is stronger than it was a year ago and is turning Yemen into its base for operations against the West.” Eshki’s center closely follows al-Qaida in Yemen.

“Yemen is al-Qaida’s last resort,” Eshki said. “There’s no doubt that al-Qaida’s presence in Yemen is more dangerous than its presence in Afghanistan.”Evan Kohlmann, a senior investigator for the New York-based NEFA Foundation, which researches Islamic militants, suggested rivalry among al-Qaida’s branches may be a factor behind the focus on the U.S. He said al-Qaida central in Afghanistan and Pakistan is still the main source of attempts to attack the United States.

“There’s now a competition in the world of al-Qaida between various al-Qaida factions, with each trying to prove themselves and prove their worth,” he said.

“The ultimate achievement for these folks is being able to replicate something that previously only al-Qaida central could achieve,” he added. “If you can be sophisticated enough to hit a target in the continental United States, that’s a tremendous achievement for these folks.”Yemen has not confirmed Abdulmutallab’s claims that he was aided by al-Qaida operatives in the country and officials told The Associated Press investigations are ongoing. Significantly, the government has not denied his claims.

Meanwhile, Yemen’s government appears to be mounting a serious and aggressive campaign against al-Qaida after years of treading carefully with the militants. The intensified battle coincides with increased Yemeni-U.S. cooperation.Last week’s attack targeted a meeting of Yemeni and foreign al-Qaida operatives believed to include the top leader of Al-Qaida in the Arabian Peninsula, Naser Abdel-Karim al-Wahishi, and his deputy Said al-Shihri. There were reports, later denied by family and friends, that al-Awlaki, the radical cleric linked to the Fort Hood shooter, was killed in the bombings.

Shihri was one of 11 former Guantanamo detainees that Saudi Arabia said went through a rehabilitation program but later joined al-Qaida. He emerged as a leader of Yemen’s branch of al-Qaida after being released from the Saudi program last year.

Yemeni Foreign Minister Abu-Bakr al-Qirbi discussed Yemen’s campaign against al-Qaida with Arab diplomats on Sunday, but it was not clear whether Abdulmutallab’s case came up.In a statement, al-Qirbi said his country had long planned the operations against al-Qaida elements and the decision to execute them was expedited because al-Qaida has increasingly threatened the country’s stability.

“Al-Qaida elements went far by carrying out attacks against security officers, and threatened the country’s stability and economic interests which made the decision impossible to postpone,” he said.The United States and Saudi Arabia, Yemen’s powerful northern neighbor, have expressed concern over al-Qaida’s growing presence in Yemen. The Pentagon has spent about $70 million this year on assisting Yemen against the militants as U.S. officials pressed that country to take tougher action.Yemen, at the tip of the Arabian peninsula, straddles a strategic maritime crossroads at the Red Sea and Gulf of Aden, the access point to the Suez Canal. Across the Gulf is Somalia, an even more tumultuous nation where the U.S. has said al-Qaida militants have been increasing their activity.

The hard-to-control border between Yemen and Saudi Arabia means private money from the rich kingdom can easily be smuggled to al-Qaida operatives in Yemen. Yemen’s proximity to the Arab world and the Horn of Africa makes it easier for the group to recruit young Muslims, an effort fed by rampant poverty.Yemen was the scene of one of al-Qaida’s most dramatic pre-9/11 attacks, the 2000 suicide bombing of the destroyer USS Cole off the Aden coast that killed 17 American sailors.

But the difference now is that rather than just carrying out attacks in Yemen, the new generation of al-Qaida militants appears to be trying to establish a long-term presence here, uniting Yemenis returning from fighting in Iraq and other areas and Saudis fleeing the kingdom’s crackdown on al-Qaida. A year ago, the terror network’s Yemeni and Saudi branches merged into Al-Qaida in the Arabian Peninsula, another factor that may have strengthened the group.

WASHINGTON  The alleged Christmas Day terrorist had been in one of the U.S. government’s many terror databases since November, which is when his father brought him to the attention of embassy officials in Nigeria.However, Umar Farouk Abdulmutallab came to the attention of intelligence officials months before that, according to a U.S. government official involved in the investigation. The official spoke on condition of anonymity because it is ongoing.

Still, none of the information the government had on Abdulmutallab rose to the level of putting him on the official terror watch list or no-fly list. On Christmas Eve, the 23-year-old Nigerian – who later claimed to law enforcement that he was operating on orders from al-Qaida – was able to carry a concealed explosive device onto a U.S.-bound airplane.

Officials warn it is still early in the investigation. But lawmakers are already calling for hearings, and the government may order a review. As President Barack Obama received regular updates on the investigation from his staff, his national security and policy aides have been asking whether the policies the U.S. has in place are working. These internal discussions marked the informal start to what will likely become a formal executive branch inquiry into an attack that failed because the bomb did not go off as planned and not because the intelligence community stopped it.

Passenger accounts and law enforcement officials describe the events around the Christmas Day attack this way:On December 24, Abdulmutallab traveled from Nigeria to Amsterdam and then on to Detroit with an explosive device attached to his body.

Part of the device contained PETN, or pentaerythritol, and was hidden in a condom or condom-like bag just below Abdulmutallab’s torso. PETN is the same material convicted shoe bomber Richard Reid used when he tried to destroy a trans-Atlantic flight in 2001 with explosives hidden in his shoes. Abdulmutallab also had a syringe filled with liquid.

As the plane approached Detroit, Abdulmutallab went to the bathroom for 20 minutes. When he returned to his seat, he complained of an upset stomach and covered himself with a blanket.Passengers heard a popping noise, similar to a firecracker. They smelled an odor, and some passengers saw Abdulmutallab’s pant leg and the wall of the airplane on fire. Passengers and the flight crew used blankets and fire extinguishers to quell the flames. They restrained Abdulmutallab, who later told a flight attendant he had an “explosive device” in his pocket. He was seen holding a partially melted syringe.

The airplane landed in Detroit shortly after the incident.On Saturday, federal officials charged the young man with trying to destroy the airplane. A conviction on the charge could bring Abdulmutallab up to 20 years in prison and a $250,000 fine.

U.S. District Judge Paul Borman read Abdulmutallab the charges in a conference room at the University of Michigan Medical Center in Ann Arbor, Mich., where the former London university student is undergoing burn treatment. Abdulmutallab smiled as he was wheeled into the room, his left thumb and right wrist bandaged and part of the skin on the thumb was burned off.Abdulmutallab claimed to have received training and instructions from al-Qaida operatives in Yemen, law enforcement officials said. He is also believed to have had Internet contact with militant Islamic radicals.

While intelligence officials said Saturday that they are taking seriously Abdulmutallab’s claims that the plot originated with al-Qaida’s network inside Yemen, several added that they had to yet to see independent confirmation. The officials spoke on condition of anonymity because the investigation is incomplete.Four weeks ago, Abdulmutallab’s father told the U.S. embassy in Abuja, Nigeria, that he was concerned about his son’s religious beliefs. This information was passed on to U.S. intelligence officials.

Abdulmutallab received a valid U.S. visa in June 2008 that is good through 2010.His is one of about 550,000 names in the Terrorist Identities Datamart Environment database, known as TIDE, which is maintained by the U.S. National Counterterrorism Center and was created in response to the Sept. 11, 2001, terrorist attacks. Intelligence officials said they lacked enough information to place him in the 400,000-person terror watch list or on the no-fly list of fewer than 4,000 people who should be blocked from air travel.

Percy Sutton, the pioneering civil rights attorney who represented Malcolm X before launching successful careers as a political power broker and media mogul, died Saturday at age 89.Marissa Shorenstein, a spokeswoman for Gov. David Paterson, confirmed Sutton’s death. She did not know the cause. His daughter, Cheryl Sutton, declined to comment when reached by phone at her New York City home on Saturday before midnight.The son of a slave, Percy Sutton became a fixture on 125th Street in Harlem after moving to New York City following his service with the famed Tuskegee Airmen in World War II. His Harlem law office, founded in 1953, represented Malcolm X and the slain activist’s family for decades.

The consummate politician, Sutton served in the New York State Assembly before taking over as Manhattan borough president in 1966, becoming the highest-ranking black elected official in the state.Sutton also mounted unsuccessful campaigns for the U.S. Senate and mayor of New York, and served as political mentor for the Rev. Jesse Jackson’s two presidential races.”The godfather,” Jackson once called him.In a statement released Saturday night, Gov. David Paterson called Sutton a mentor and “one of New York’s and this nation’s most influential African-American leaders.”

“Percy was fiercely loyal, compassionate and a truly kind soul,” Paterson continued. “He will be missed but his legacy lives on through the next generations of African-Americans he inspired to pursue and fulfill their own dreams and ambitions.”In 1971, with his brother Oliver, Sutton purchased WLIB-AM, making it the first black-owned radio station in New York City. His Inner City Broadcasting Corp. eventually picked up WBLS-FM, which reigned for years as New York’s top-rated radio station, before buying stations in Los Angeles, San Francisco, Detroit and San Antonio between 1978-85.

The Texas purchase marked a homecoming for the suave and sophisticated Sutton, born in San Antonio on Nov. 24, 1920, the youngest of 15 children.Among Sutton’s other endeavors was his purchase and renovation of the famed Apollo Theater when the Harlem landmark’s demise appeared imminent.Sutton’s father, Samuel, was born into slavery just before the Civil War. The elder Sutton became principal at a segregated San Antonio high school, and he made education a family priority: All 12 of his surviving children attended collegeWhen he was 13, Percy Sutton endured a traumatic experience that drove him inexorably into the fight for racial equality. A police officer approached Sutton as the teen handed out NAACP pamphlets. “N—–, what are you doing out of your neighborhood?” he asked before beating the youth.

When World War II arrived, Sutton’s enlistment attempts were rebuffed by Southern white recruiters. The young man went to New York, where he was accepted and joined the Tuskegee Airmen.After the war, Sutton earned a law degree in New York while working as a post office clerk and a subway conductor. He served again as an Air Force intelligence officer during the Korean War before returning to Harlem in 1953 and establishing his law office with brother Oliver and a third partner, George Covington.

In addition to representing Malcolm X for a decade until his 1965 assassination, the Sutton firm handled the cases of more than 200 defendants arrested in the South during the 1963-64 civil rights marches. Sutton was also elected to two terms as president of the New York office of the NAACP.

After Malcolm’s assassination, Sutton worked as lawyer for Malcolm’s widow, Betty Shabazz. He represented her grandson, 12-year-old Malcolm Shabazz, when the youth was accused of setting a 1997 fire that caused her death.

Sutton was elected to the state Legislature in 1965, and quickly emerged as spokesman for its 13 black members. His charisma and eloquence led to his selection as Manhattan borough president in 1966, completing the term of Constance Baker Motley, who was appointed federal judge.Two years later, Sutton announced a run for the U.S. Senate seat held by Jacob Javits, although he pulled out of the Democratic primary to back Paul O’Dwyer.

Sutton remained in his Manhattan job through 1977, the same year he launched a doomed campaign for mayor that ended with Edward I. Koch defeating six competitors for the Democratic nomination.Sutton was among the first voices raised against the Vietnam War, surrendering his delegate’s seat at the 1968 Democratic convention in protest and supporting anti-war candidate George McGovern four years later against incumbent President Richard Nixon.In addition to his radio holdings, Sutton also headed a group that owned The Amsterdam News, the second largest black weekly newspaper in the country. The paper was later sold.

Sutton’s devotion to Harlem and its people was rarely more evident than when he spent $250,000 to purchase the shuttered Apollo Theater in 1981. The Apollo turned 70 in 2004, a milestone that was unthinkable until Sutton stepped in to save the landmark.Sutton “retired” in 1991, but his work as an adviser, mentor and confidante to politicians and businessmen never abated. He was among a group of American businessmen selected during the Clinton administration to attend meetings with the Group of Seven (G-7) Nations in 1995-96.

“He was a great man,” said Charles Warfield Jr., the president and chief operating officer of ICBC Broadcast Holdings Inc., reached early Sunday morning. He declined to comment further out of respect, he indicated, for the wishes of Sutton’s family. The Rev. Al Sharpton planned a news conference Sunday to talk about Sutton’s life and legacy.

Jane Harman, D-Calif., chairman of a House Homeland Security subcommittee, said there were “strong suggestions of a Yemen-al Qaida connection and an intent to blow up the plane over U.S. airspace.” Several officials said they have yet to see independent confirmation.Some airline passengers traveling Saturday felt the consequences of the frightening Christmas Day attack. But terrorists like it because it’s small and powerful.

FBI agents recovered what appeared to be the remnants of a liquid-filled syringe, believed to have been part of the explosive device, from the vicinity of Abdulmutallab’s seat.U.S. authorities told The Associated Press that in November, his father went to the U.S. embassy in Abuja, Nigeria, to discuss his concerns about his son’s religious beliefs.One government official said the father did not have any specific information that would put his son on the “no-fly list” or on the list for additional security checks at the airport.

Nor was the information sufficient to revoke his visa to visit the United States. His visa had been granted June 2008 and was valid through June 2010. Officials spoke on condition of anonymity because neither was authorized to speak to the media.The suspect smiled when he was wheeled into the hospital conference room. He had a bandage on his left thumb and right wrist, and part of the skin on the thumb was burned off.He was wearing a light green hospital robe and blue hospital socks. The judge sat at the far end of a 10-foot table, the suspect at the other end.

Judge Borman asked the defendant if he was pronouncing his name correctly.Abdulmutallab responded, in English. “Yes, that’s fine.” The judge asked Abdulmutallab if he understood the charges against him. He responded in English: “Yes, I do.”The judge said the suspect would be assigned a public defender and set a detention hearing for Jan. 8. The hearing lasted 20 minutes.Attorney General Eric Holder made clear that the United States will look beyond Abdulmutallab. He vowed to “use all measures available to our government to ensure that anyone responsible for this attempted attack is brought to justice.”

Abdulmutallab was in a terrorism database but not on a no-fly list. He lived in a posh London neighborhood.President Barack Obama, on vacation in Hawaii, was briefed about developments in the attack. National Security Council chief of staff Denis McDonough was holed up in a secure hotel room in Hawaii to receive briefings, and other traveling presidential aides were kept shut away to monitor new information.

Several members of Congress called for congressional investigations.Abdulmutallab appeared on the Terrorist Identities Datamart Environment database maintained by the U.S. National Counterterrorism Center, said a U.S. official who received a briefing. Containing some 550,000 names, the database includes people with known or suspected ties to a terrorist organization. However, it is not a list that would prohibit a person from boarding a U.S.-bound airplane. His name was added to the database in Novembers, according to an administration official who spoke on condition of anonymity to discuss the investigation that is ongoing.

In Nigeria, Alhaji Umaru Mutallab, the man’s father, told The Associated Press, “I believe he might have been to Yemen, but we are investigating to determine that.”Rep. Adam Smith, D-Wash., said there are still questions about the suspect’s connections with al-Qaida and Yemen.Still, Smith noted that incendiary materials used by Abdulmutallab suggest he may have had more formal instruction and aid than a self-starter moved to action by militant al-Qaida ideology. Smith is chairman of the House Armed Services subcommittee on terrorism and has been briefed on the investigation.

U.S. Intelligence officials say their investigation is pointing in that direction, but they are still running down his claims. The officials spoke on condition of anonymity to discuss the investigation.A Virginia-based group that monitors militant messages called attention Saturday to a Dec. 21 video recording from an al-Qaida operative in Yemen who warned of a looming bombing in the U.S.

IntelCenter said the al-Qaida member levied that threat last week during a funeral for militants killed during an airstrike in Yemen two days earlier.The father was chairman of First Bank of Nigeria from 1999 through this month. The banker said his son is a former university student in London but had left Britain to travel abroad.

A search was conducted Saturday at an apartment building in the West London neighborhood where the suspect is said to have lived.
University College London issued a statement saying a student named Umar Farouk Abdulmutallab studied mechanical engineering there between September 2005 and June 2008. But the college said it wasn’t certain the student was the same person who was on the plane.(AP)

DETROITToyota said Wednesday it would have to fix the gas pedals of about four million vehicles, including the Camry, to resolve a widespread problem with unintended acceleration.The announcement was another setback for Toyota, which until last year appeared all but unstoppable. Its disciplined business approach, surging profits and reputation for quality helped it take market share from troubled competitors, and win from General Motors the title of world’s largest automaker.But the global downturn has battered Toyota, along with most car companies. And Toyota, which has issued other recalls in recent years, risks losing its standing in the eyes of many consumers as the benchmark for reliability.Three weeks ago, the company said it would recall only driver-side floor mats, which it said could get stuck on the accelerator and cause an accident.Since then, federal regulators have pressured Toyota to do more to insure the safety of several models, including the Camry, three Lexus sedans and its Prius hybrid.

Safety experts said the huge recall could do more damage to Toyota’s reputation, much as Ford and Firestone suffered from rollover problems earlier this decade with the Ford Explorer.“Clearly Toyota has its back up against the wall like it never has before,” said Sean Kane of Safety Research and Strategies, a consulting firm in Rehoboth, Mass.The National Highway Traffic Safety Administration started scrutinizing the issue of jammed gas pedals after a high-speed crash in August near San Diego. A Lexus ES350 hit another vehicle at more than 120 miles per hour, killing four people.

Moments before the crash, a passenger called 911 and said the gas pedal was stuck and the driver could not stop.On Nov. 2, Toyota said it would voluntarily recall floor mats that could interfere with the operation of the gas pedals if they became unmoored.

It also said that federal safety administration officials had found no other defect — a statement that the agency quickly noted was “inaccurate and misleading.”Under the new recall, Toyota will shorten gas pedals by three-quarters of an inch, starting in January, and in some cases remove padding from the floor to prevent the pedals from getting stuck on floor mats.The models covered include the 2007-10 Camry sedan and Tundra pickup trucks, 2005-10 Avalon sedan and Tacoma pickup, 2004-9 Prius hybrid, and three models from its Lexus division: the 2007-10 ES350 and 2006-10 IS250 and IS350.

The affected models compose nearly half of all the Toyotas sold in the United States over the last several years.The company also said it would develop replacement pedals that would be available by April, and provide modified floor mats. In addition, Toyota said it would start installing “brake override” systems — which can slow a vehicle down even if its gas pedal is stuck — as standard equipment on many of its new 2010 models.In a statement, the company vowed to continue to investigate the acceleration issues.“The safety of our owners and the public is our utmost concern and Toyota has and will continue to thoroughly investigate and take appropriate measures to address any defect trends that are identified,” the company said.While federal regulators have attributed only a few accidents to unintended acceleration from floor mats, there have been hundreds of reports of incidents linked to problems with Toyota’s gas pedals.Independent vehicle-testing firms have found that acceleration problems can occur in Toyotas even when floor mats were not present.When a car is speeding out of control, some drivers can panic and not know how to react, said Jake Fisher, a senior engineer with Consumer Reports magazine. Part of the problem, he said, is Toyota’s use of a push-button ignition system in many models.“It’s pretty frightening,” said Mr. Fisher. “It’s not easy to control that situation.”A spokesman for Toyota, Irv Miller, said the company had “no indication” that acceleration problems were caused by anything other than floor mats jamming gas pedals.“We are very, very confident that we have addressed this issue,” Mr. Miller told reporters in a conference call on Wednesday. He said the addition of brake override systems would “add that extra level of confidence.”Some consumers question the floor-mat explanation.Sandra Reech, owner of a 2008 Tacoma, said she was driving on an expressway near Pittsburgh in March when her accelerator got stuck.

“I was careening down the highway at well over 100 miles per hour,” she said. “I was standing on the brake and it wouldn’t slow down.”She eventually got the car into neutral and pulled off the road. She then checked the floor mat, and it “wasn’t in the way of the gas pedal,” she said.Mrs. Reech has since removed her floor mats, but still worries. “Every time I get in this vehicle I am afraid of it,” she said.Several lawsuits have been filed against Toyota, including a class-action suit in California. “We feel that Toyota has known about this problem for a long time,” said David Wright, whose firm filed the class-action case on Nov. 5 in Los Angeles.Toyota’s United States sales have dropped 25 percent so far this year, the same as the overall market. But the latest recall could hurt it at a time when it is trying to come back.“Often when people buy a Toyota, they are buying it because it’s trouble- free,” said Mr. Fisher. “If all of a sudden there’s this perception that Toyota isn’t flawless, you may see people think twice.”

DETROIT  General Motors said it could decide next week to close its Saab Automobile unit after the Swedish company that planned to buy the brand backed out.It was the third time in less than two months that a sale of a G.M. brand has been called off, reflecting the difficulty of selling underperforming divisions in the midst of a global sales slump.G.M. said on Tuesday that its board planned to determine next week what to do with Saab. Closing the brand, as G.M. initially planned to do if it could not find a buyer, is a strong possibility, two people with direct knowledge of the company’s plans said. The people spoke on condition of anonymity because the board had not made its decision.

The other options for G.M. are to seek another buyer or keep Saab, though both those steps are considered less likely.

When Penske Automotive terminated its deal to buy Saturn in September, G.M. immediately announced that the brand and its dealerships would close.Koenigsegg, which agreed to buy Saab in June, issued a statement attributing its decision to G.M.’s moving too slowly.“The time factor has always been critical for our strategy to breathe new life into the company,” Koenigsegg said. “Unfortunately, delays in closing this acquisition have resulted in risks and uncertainties that prevent us from successfully implementing the new Saab business plan.”Officials at G.M, who were caught off-guard by the deal’s collapse, denied responsibility. “We negotiated in good faith and we met all our timing obligations under the agreement,” a G.M. spokeswoman, Renee Rashid-Merem, said.

“We’re obviously very disappointed with the decision to pull out of the Saab purchase,” G.M.’s chief executive, Fritz Henderson, said in a statement.Three weeks ago, G.M. backed out of a deal to sell its European operations, Adam Opel, to a Canadian parts supplier and Russian bank.It has a tentative deal to sell Hummer to a Chinese industrial machinery manufacturer, but the Chinese government has not given its approval.Meanwhile, the Ford Motor Company spent nearly a year shopping around its Swedish brand, Volvo, before entering into exclusive talks with the Chinese carmaker Geely last month.

John Casesa, an auto analyst with the firm Casesa Shapiro Group, said the collapse of the Saab and Saturn deals was more a symptom of the state of the automobile industry than of any missteps by G.M.“Saab is a weak brand in a market where there are no buyers,” Mr. Casesa said. “Car companies are in no mood to buy anything and financial sponsors aren’t able to buy anything. Saab wouldn’t be an easy sale in a good market.”Saab, which filed for bankruptcy protection in Sweden in February, has been a perennial money-loser and is among G.M.’s smallest brands, with sales of 93,000 vehicles worldwide last year.

It is on pace to sell fewer than 10,000 vehicles in the United States this year.Closing Saab would cost G.M. considerably less than it is spending to shut down Saturn, analysts said, and failing to sell Saab is not expected to affect G.M.’s post-bankruptcy recovery.G.M. paid $600 million for half of Saab in 1990 and $125 million for the rest in 2000. Terms of the deal with Koenigsegg have not been revealed, but it was contingent on $600 million of financing from the European Investment Bank and Swedish government guarantees.Joran Hagglund, the Swedish secretary of state for industry, said on Tuesday that it was too early to know if it was the end of the line for Saab, but he said that there was no chance of the government stepping in.David Jolly contributed reporting from Paris.
